L'usage sélectif des évaluations des PED et PSD par le décideur : soutien aux innovations institutionnelles, réticence à payer le prix de la dépendance

Abstract : At the beginning of the nineties, the policy for dependent elderly people in France was characterised by the absence of vision of the parties involved. The setting-up of a coherent policy followed three phases: experimentation on the management of different types of assistance offered by the various social protection institutions, choice of a single operator (the district authorities) with definition of national criteria for granting of assistance (PSD) and lastly definition of a financial level accessible to the middle classes and in accordance to European standards (APA). The model followed is not the "experimentation- assessment-generalisation" cycle but rather the various parties apprenticeship of management of the financial assistance benefits based on the population problems involved. Their validated results would then be taken into account by the policy decision-maker.
